Ensure initial generation after confirmed billing access

Requires app membership and confirmed full billing access for either a trial or paid subscription. Pins the latest universe version, reuses existing work, and queues derived-event generation followed by a tracked policy run after the batch passes coverage review. Repeated requests never regenerate completed work or retry failed model calls. Generated policies retain the existing explicit activation requirement for tracked runs.
