Preview canonical event manifest changes

Owner/admin only. Adds missing raw event definitions using the existing registry. Existing definitions are preserved unless update_existing is explicitly true. Source-bound redefinitions and derived-code collisions are rejected. Does not activate policies, change messaging settings, or replay historical events.
