Get runtime event health

Per event, the health state (stopped, dropped, not_enough_traffic, healthy, never_received) for the whole app and per platform and app version, the users and events received in the last 24 hours, codes the app sends without a registration, and the tracking alerts of the last 7 days. The worker monitor updates it every hour.
