Workspace Update Member

v2.8 — change a workspace member's role (and github_access cap).

Admin+ only (PERM_INVITE, same gate as add/remove). When role changes without an explicit github_access, the cap is reset to that role's default so a promotion/demotion carries sane repo access automatically.
