Load Handoff Correction Endpoint

3af86d28 — load a corrective handoff directly (never reconstruct from notes).

REST mirror of meridian.handoff.load_handoff_correction. Optional query params correction_id / source_handoff_id scope the lookup; with neither, returns the project's single latest correction (any status). {correction: null} when the project has no corrections.
