Accept Handoff Endpoint

1bd5e810 — REST mirror of the MCP accept_handoff tool — see meridian.handoff.accept_handoff_envelope for the full contract. Every field in the body is optional and independently gated; an omitted check is skipped, never failed. Same underlying function as the MCP/stdio transports, so all three produce identical results for identical input.
