Delete Sprint Item Endpoint

Delete a sprint item permanently.

8a665a03 -- goes through db_module.delete_sprint_item so the delete also busts the sprint-items cache and publishes sprint_item_deleted; the raw DELETE this route used to run published nothing, which is why the Backburner trash button only took effect on screen after a reload. Stays idempotent (204 for an unknown id).
