Get Tunnel Plugins

Return the current tenant's resolved tunnel plugins + raw override config.

The dashboard's Settings → Tunnel Plugins section renders plugins (the three slots with overrides applied) and round-trips config (the raw per-tenant overrides). Live tunnel sockets feed the per-slot status dots.
