Get Tunnel Manifest Route

Read-only tools/list manifest snapshot for this tenant (49d8244d).

Unlike POST /tunnel/refresh, this never forces a rebuild — it reports whatever the last list_tunnel_tools/refresh_tunnel_manifest call left behind (see :func:tunnel_manifest_snapshot). Safe to poll cheaply and often (a startup diagnostic, a dashboard auto-refresh, a connector health check) without paying the fan-out cost of a real slot re-aggregation on every call — use POST /tunnel/refresh when a forced rebuild is actually wanted.
