Toggle Orphan Reaper

f7084ed0 — dashboard opt-in/opt-out for the orphan-process-reaper Stop hook. Body: {"enabled": bool}. Flips custom_hooks.enabled via orphan_reaper.set_orphan_reaper_enabled (seeds the row disabled first if this project has never run generate_handoff). Turning it OFF also immediately deletes any already-written .claude/hooks/orphan_reaper.* files on the machine running the tunnel/server (when this project has a configured repo_path) rather than waiting for the next handoff to simply stop re-writing them — reported back as removed_files.
