Get Orphan Reaper Status

f7084ed0 — dashboard-facing status for the orphan-process-reaper Stop hook (meridian/orphan_reaper.py): whether it's currently enabled for this project. Disabled by default (orphan_reaper.seed_orphan_reaper_hook) — read-only and never seeds/creates the hook row itself, so rendering a settings toggle can never have the side effect of silently enabling something a human hasn't opted into.
