Generate Codebase Map

5813affe — render a package-level codebase map (graphviz) from the graph the dashboard already fetched, and return it inline as a base64 PNG.

Body: {"packages": [...], "edges": [...], "hotspots": bool}. Graphviz is an optional system dependency — when dot isn't installed this returns a 503 with an actionable install hint instead of failing opaquely.
