One Parents' Evening as a named family sees it (administrators)

The family view for the parent named by Contact UPI: their children in the year group, and the bookings made by them or their partner. Overseas-only dates are left out unless the family lives overseas. Replaces the legacy route that any parent could call with another family's id (FR-021).
