Move a Parents' Evening appointment (administrators)

Moves the booking to another slot of the evening, and optionally to another teacher, in place and in one transaction (the legacy deleted and rebooked, so a failure in between lost the booking). Only the teacher clash is checked. With notify, the family that booked it is told, with the administrator's message if given.
