Book a Parents' Evening appointment

Books a slot with a teacher for a pupil. Every rule is checked by the server from the caller's sign-in (FR-022): the evening is open to the caller; the pupil is their child (or themselves) and is in the set; the teacher is a primary teacher on the set taking bookings; the set runs on that date; the date is not overseas-only for a UK pupil; the teacher is free and available; the family has nothing else at that time; and, where the date asks for it, no two adjacent slots. The booker is the caller; an administrator may name the parent. A refusal is a 409 whose message says why.
