Finish setting up a Parents' Evening

Captures the pupils of every set not yet captured (those in the evening's year group, from iSAMS as it is now) and ends the draft, so families and teachers can see the evening. From here on the evening does not move with iSAMS. Running it again captures nothing new and keeps the original finish time; there is no way back to a draft (FR-006).
