Outline Chat

Discuss the outline with the user. No changes are committed — call this repeatedly across turns to explore direction, ask the user what they want changed, react to their answers. Pass the running conversation back in messages each turn so the editor has context.

Returns {editorial_summary} — free-text editor reply, usually ending with a question to keep the conversation moving. When the user is satisfied with a direction, call refine_outline(apply=true) to generate and commit the updated plan in one shot.

Valid while story.status == 'reviewing'. Free to call (no credit cost).
