Asks Stable Sea to turn on Superstate's USTB for your business, with a message. Available only to a business USTB is offered to; for any other business, and for an API key, it answers 400 "USTB is not available for this group" and records nothing. The request is recorded and sent to the support inbox. A business has at most one open request: while one is open, a new request records nothing and answers with the open one, so a retry is safe. A blank message is ustb_access_request_message_required (400). Requires a signed-in business session.
