List saved on-chain destinations

Lists the business's saved on-chain destinations. Set customer_visible_only=true to exclude platform-provisioned rails. Use a destination's id as account_id when submitting an on-chain withdrawal; its asset, network, address and memo are resolved from that saved account. Listing a destination does not guarantee withdrawal eligibility. Submission rechecks its current status, screening, network and financial controls. Use next_cursor as cursor to read the next page.
