Create a checker quote for a fund approval (Sandbox)

Uses your business's isolated Sandbox data with your existing signed-in member permissions. Quotes the saved trade intent for a currently eligible approver. Persists a request, tenant, and approver-bound quote proof valid for 60 seconds. A final fund approval must supply this quote key; requester trading permissions are never granted to the checker.
