Open a WisdomTree cash subscription

Opens a WTGXX cash subscription for the caller's group: books the intent and the pending mint leg that will receive the shares. Nothing is sent to WisdomTree until the order is placed (POST /money/cash_subscriptions/{id}/order). Gated on the caller's group being enabled for the program, the amount clearing the published minimum (min_order_usd on GET /money/trades/pathways), the fund type being enabled for the group, and the group's service agreements being signed.
