Place a cash subscription's WisdomTree order

Places the subscription's WisdomTree order EXACTLY ONCE, ever, with delivery coordinates resolved from the group's own approved WisdomTree registration rather than supplied by the request. Answers 200 with the resulting stage for every outcome of the attempt — including the ones where WisdomTree's answer leaves the order's fate for an operator to resolve — and 4xx only where nothing was attempted. A second call for the same subscription is refused with cash_subscription_order_already_placed and must never be retried.
