Create an on-chain withdrawal

Creates a withdrawal to an existing allowlisted external-wallet account. The account supplies the asset, network, address and any memo; raw destination addresses are not accepted. Requires business verification and funds_withdraw, plus the current network, compliance, balance and approval checks.

An approval_pending outcome contains the approval request and moves no money. A created outcome identifies the booked movement; it does not mean settlement has completed. Keep the same Idempotency-Key and body after an uncertain submission; a duplicate returns 409.
