An applicable approval requirement returns outcome=approval_pending and a transfer_approval without booking a movement. Otherwise outcome=created includes the movement and transaction. Requires an Idempotency-Key; duplicates return 409 rather than a cached response. Preserve the original key and reconcile the outcome before another submission.
