Upload Image For Chat

Upload an image and return a public URL the chat can embed as ![](url). Routing follows the user's active_provider toggle:

  • 'off' → 400 ("image hosting disabled"); caller should not have invoked this in the first place.
  • 'github' → upload via the saved github config.
  • 'cloud' → /api/files blob with is_public=1.

Called by omicos-core's figure_publisher and (in future) by BenchView for manual uploads.
