Billing Expiry Reminders

Per-domain memberships that are expired or expiring soon — the data source for the on-app-open renewal reminder popup. Each item names its domain and plan_code, so the client prompts renewal for the right membership (omics vs humanities_social). An empty list = nothing to nag.
