Change Subscription

Dev-only: set the caller's own plan_code with no payment.

Any logged-in user could otherwise make themselves Pro / Lab / Enterprise for free (the signed plan token is minted from users.plan_code), so it only answers where settings.manual_plan_change_enabled is on; everywhere else it is a 404 like any unknown route. Real upgrades go through checkout, operator changes through PATCH /api/admin/users/{id}.
