Whether email-OTP login can be served right now.

True iff Resend/SMTP is configured AND OTP_TTL_SECONDS > 0 (latter is constant; included for symmetry with sms_available()). The SPA's LoginForm hides the "use a code instead" link when this returns False so the password row stays the only path.
