Push Memory Tree Ops

A core uploads its local operations; the server replays them onto the authoritative tree (user decisions always apply, model writes must pass the evidence rules) and returns the merged tree for the core to rebase on. Idempotent per op_id. A model's judgment or rule from a conversation we have no copy of yet is deferred (settled when it arrives; meanwhile the returned tree shows it, so the core keeps it).
