Delete Dismissed Risk Label

Remove a label, returning the risk to the queue.

The only correction path, and deliberately the only one: relabeling goes back through the queue with the document on screen, rather than editing a category from a table row where there is nothing to check the new verdict against. Also what backs undo, so a mis-keyed verdict never lands in the eval set.
