Get Evidence Packet Health
Return evidence packets that have files stuck in processing or embedding.
A file is considered "stuck" if it has been in PROCESSING or with an IN_PROGRESS/NOT_STARTED embed state for longer than threshold_minutes. Packet updated_at is intentionally not used as a health signal because packets are created up-front (often in a draft state) long before the analysis workflow runs against them.
