Reclassify Requirement Checks
Re-run compliance classification for all answered requirement checks in a packet.
Classifies in batches of _RECLASSIFY_BATCH_SIZE concurrently and returns the fresh compliance status, thinking block text, per-check token usage, and aggregate statistics (total tokens, wall-clock time, input tokens per minute).
