Add a new permission to the system.

DEPRECATED: permissions are now defined in code (backend/defs/archetypes.py PERMISSION_CATALOG) and projected into the DB by the deploy reconcile (backend.scripts.sync_permissions). Add new permissions to the catalog, not here.
