Api Report Session Runtime Errors

Record client-captured runtime/CSP errors from a rendered app preview.

Tagged with the rendered source's sha so the repair loop only surfaces errors for the current app version. Owner classification (platform vs agent) happens at read time in app.app_runtime_errors.classify_runtime_errors. Registered before the /{filename} wildcard so it isn't swallowed by it.
