Api Transfer App Owner

Hand an app to a new owner — metadata-only edit of the owner meta.

Ownership now grants edit, so it needs a real door: without one, an app whose owner has left is editable by admins alone, forever. Admins may transfer any app; the current owner may hand off their own.

Personal apps are owned by the folder they sit in, so transferring one means moving it — use /move instead of silently disagreeing with the path.
