Api Chat Bound App

The published app a chat is bound to (report_context.dashboard_id), if it still exists. Lets the editor resume a bound chat in edit mode instead of stranding it at ?app=new, where rename and publish-in-place are gated off. Defined before the /apps/{app_id} wildcard.
