Api App Runtime Receipt

File what a viewer's browser waited for on one open, filter or refresh.

The server sees when it finished sending; only the browser knows when the cards were on screen. Answers 204 whatever the report holds, so it says nothing about which apps exist and needs no access check: the org and the viewer are the session's own, and a report can only ever describe its sender. Registered ahead of the /apps/{app_id} routes so runtime is never read as an app id.
