Api Rename App

Rename an app — metadata-only edit of the <title> tag.

A title change can't introduce build errors, so this bypasses the full PUT/build path (which 409s on any pre-existing build failure and would silently lose the rename). The app_id / URL / filename stay stable so share links and bookmarks survive.

Mirrors the new title onto the active build's shell.json so a cold reload reflects the rename without waiting for a rebuild.
