Api Resolve App

Incremental resolve (docs/apps-compiled-spec.md): recompile request-form queries whose compile inputs changed, write the committed .app.lock, and return per-query outcomes with old/new compiled text for diff review. Queries whose inputs match the lock are never sent to the LLM. Does not execute the query DAG or activate a build.
