Api Member App State Get

This viewer's saved app state, in-product (ENG-1143).

The framed twin of this lives under /apps/public/{token}/state, where the viewer comes from a render token because the frame is credential-free. Both key the viewer through _state_viewer_id, so it is literally the same bag and an app behaves the same wherever it is opened.
