Segment live member ids (keyset)

Segment Sync S1: keyset-paginated full list of a segment's CURRENT members (the live filter, not the snapshot) - used to seed a delivery ledger and to reconcile an invalid cursor. The member id is the company entity_id (company segment) or the contact_id (contact segment). Derived segments compose with their base (base membership pivoted into the render grain AND the derived filter). Each page echoes filterHash; a hash change between pages means the population shifted mid-seed - restart. Page with after = nextCursor until hasMore is false. A cross-grain ?grain= request → 400. Any query parameter other than after, limit, grain → 400 UNKNOWN_QUERY_PARAM (a pager sending ?cursor= would otherwise get page 1 forever).
