Read one contact by exact ID

Returns one affiliation by its exact ackDB contact ID, hydrated with identity links, traits/attributes, compact company provenance, and the person's other affiliations. This is status-agnostic: retained former and disabled contacts remain directly addressable. The response includes an exact-tier matchedOn block for the contact ID.
