Run the artifact's queries

Run every query the dashboard's artifact declares (max 1000 rows each) and return them keyed by query key. A failing query is reported INLINE under its own key as { error: { code, message } }, so one bad query does not blank the artifact. Shares the 60/min per-dashboard budget with GET /observe/dashboards/{id}/data: one request here runs EVERY declared query.
