Create Manual Deal

Manually add a contact to the prospecting pipeline.

Thin wrapper over services.pipeline_intake.create_manual_deal_for_org, which is also called by the chat-agent add_deal tool.

B-14 [cx:CX-05]: when an open Deal already holds the party, intake asks instead of writing. The ask is a 409 open_deal_exists with the candidate Deals. The dialog repeats the request with intake_answer (and intake_answer_deal_id for attach_deal). An attach answer returns 200 with attached: true.
