Approve Deal

Approve a pending lead — promotes it into a deal at the Lead stage.

[cx:CX-04] [rx:RX-15] B-13: the approval runs under the buyer lock. An open Deal of the same engagement returns 409 open_deal_exists with the Deal ids. The optional JSON body {"force_new": true} is the actor-confirmed "Start a new deal".
