Skip Business Draft
Changed onReview later for a bound run: skip the receipt, record the business step skipped.
A receipt that is not open, or does not exist yet (the draft is still being written), is not an error: the journey skip is still recorded and the response carries the receipt's current status. The job's gate then sees the skipped step and closes the receipt without waiting for its deadline.
