Broker one WebRTC SDP exchange for a GPT-Live conversational voice session: enabled orgs can use Responses delegation with direct tools, otherwise the app executes client delegation. Responses schemas degrade to core tools when the static config plus reserved context exceeds the offer's SCTP budget. Context lookup can overlap minting in either mode. The project API key never reaches the device.
