List Pending Deals

List leads pending user review (legacy route name retained for clients).

Returns leads in lead_state='pending' (a bounded SQL-ranked top set; count is the total pending). Serialized with the compatibility review_state field. Qualification is gated ONCE, at promotion/recompute time — lead_state IS the qualified set. We do NOT re-filter by score on read: doing so re-applied the configurable min_score (default 70) to deals promoted under different/earlier logic, hiding pending leads scoring below 70 (real scores cluster in the 40s-60s) and emptying the list for every org without a custom scoring config. (fix 2026-06-25)
