Star a dashboard.

Idempotent. Not role-gated — favorites are personal and mutate no shared state; viewers pinning the dashboards they read is the core use case. The dashboard must be live in the caller's org and readable by the caller; unreadable, cross-tenant and nonexistent dashboards are indistinguishable 404s, never 403.
