Transfer a dashboard to a new owner (org admin only).

Reassigns the dashboard's ownerId. Requires share:manage (org admin or owner); the current owner cannot transfer a dashboard away unless they are also an admin (403). The new owner must be an active member of the same org: a user in another org, a suspended or deleted user, and an unknown id all return 422 with problem type https://docs.dvt.dev/errors/invalid-owner. Audit-logged as dashboard.transfer with owner_id_before / owner_id_after and the acting admin, and it appears in the org activity feed.
